The Town of Cary appears to have settled what turned into a strange dispute with Wake County Schools over modular classrooms at Panther Creek High School.
The council unanimously approved a motion to grant the school district an 18 month extension on road improvements at the school, and allow them to start using the temporary buildings.
Panther Creek had brought in the modular classrooms to alleviate overcrowding issues, but Cary laws require road improvements to account for traffic with additions like that before the buildings can be used.
The modular classrooms have sat empty for months, while the overcrowded school has had added traffic anyway.
The school district had requested either a waiver for the road improvements, or that the town pay for the improvements.
During the Thursday night meeting, council members said they could not legally grant the waiver and had no intention of paying for the improvements themselves.
A school district official who was on hand seemed content with the decision; all parties involved said they were just happy to finally get the rooms occupied.
The project will cost the school district about $1.5-million.

The need for modular classrooms primarily stems from the constant fluctuation of student population and the archaic means by which municipalities / school districts' fiscal budgets operate. School districts are forced to make major facility decisions "single" year student population estimates. When a district is planning on opening an new facility they must primarily base their calculations for space needs on current enrollment. Therefore, it is far too often we see newly built schools quickly exceed their intended capacity. Until districts are aloud to operate under a more flexible budget, like a three-year moving average budge, the status quo will prevail.

The bigger question is WHY do we need these modular units, when this school is ONLY 3 years OLD!! It has 500 more students then the building can hold, WHY? Wake Co. continues to play this game of "shipping" students so far away from their home!Is it worth it???? Road improvemnets $$, modular classromms $$$, Gas for busses $$$$ ENOUGH ALREADY!!!
