This cold snap, combined with the recession, has forced many people to make forgoe paying bills in order to stay warm.
There are some heating assistance programs out there, so they are not left out in the cold.
Progress Energy has a program called the "Energy Neighbor Fund," to help those in need.
"The way it works is that a customer can apply through their local department of social services and funds that are contributed by both employees and customers help provide financial assistance for those in need," said Jeff Brooks, a spokesman for the utility.
Monday through Thursday, the Salvation Army, with help from partner and natural gas utility PSNC, gives people $100 to help them pay for their utilities, but it only goes to the first 15 people in line.
"Right now we're turning away between 10 and 15 every morning. We're seeing more and more people that probably have a paycheck, but because their heating bill is so high they're having a hard time keeping up with it," said the Salvation Army's Paige Bagwell.
Most Salvation Army locations offer financial assistance statewide.
Duke Power also provides heating assistance through its "Share the Warmth" program.
