Governor Bev Perdue has signed a bill that will regulate the sale of glass stems.
Some community activists say drug users can turn those stems into paraphernalia for meth, heroin or crack.
Durham community activist Melvin Whitley pushed for regulation of "The rose in a glass" since 2006. That's when he started urging his city government to ban the small novelty sold in some convenience stores.
"When [drug users] start using the glass stem, that's when they became really addicted," he said when Representative Hilton introduced House Bill 722 back in March. "These glass stems are only sold in drug-infested neighborhoods and they're sold for $4 ... but the retailer pays $0.18."
"They're making money off of people's misery."
The bill passed with no opposition in Raleigh.
Part of it reads:
"Glass tubes or splitters shall not be offered for retail sale by self-service, but shall be stored and sold from behind a counter where the general public cannot access them without the assistance of a retailer's agent or employee."
Starting Dec. 1, retailers will require buyers of the potential paraphernalia to:
- Present a photo ID that includes the person's name and current address.
- Enter his or her name and current address on a record that the retailer keeps on hand to track these items.
- Sign his or her name, verifying by signature the glass tube or splitter will not be used as drug paraphernalia in violation of the criminal laws of the State of North Carolina.
Both retailers and buyers face misdemeanor charges if a court finds them guilty of breaking the new law.

Why do we have the same law making system. the entire system needs an overhaul. Its the digital age, but we make laws like its the 19th century..i think its time to upgrade our law-making system..I do not need someone to represent me..I should be allowed to vote for exactly what i want..or public opinion should at least count for 49% of the vote. Maybe I'm dreaming..

i agree with you turfruler, its so sad to she that it took them 3 yrs to get this past i wonder the man hrs that were wasted on this dumbass bill. this bill is,nt going to stop crap, you can make a pipe out of anything from alum foil to an empty toilet paper roll. hey these are highly educated people making up these laws i,m just an average plumber

The new law reminds me of the commercial where the man for the package delivery company says, "You can call me Ray, but you don't have to call me...." How is this law stopping smoking crack, heroin or meth? You can stop the purchasing of glass stems, but you can't stop them making it out of TV antennas’, or using small liquor bottles, or using the cardboard rolls on hangers from the dry cleaners, or using an empty pill bottle, or using the can, whether beer or soda, or using the small plastic shampoo or conditioner bottles, or using any kind of device, even a cigarette. Is Melvin Whitley only concerned about the mark-up of the glass stem or for that matter how does he know that the stem causes addiction? When [drug users] start using the glass stem, that's when they became really addicted," he claims. I guess he doesn't know about snorting or shooting up drugs. Since he's a North Carolinian he is only concerned about the major health hazard; smoking.

another joke by our city leaders i quess they had nothing else better to spend time on so they waste some on a glass flower holder i quess these people dont mind looking like idoits. it took them 3 yrs to get this bill past. now if it was me i would,ve had my team trying to get this school transportaion system figured out i ca see it coming this yr we,re going to have buses running into each other and oh yeah parents lets not forget how children we,re dropped of at wrong locations n left to be out there all alone. n remember these were small kids. it makes me wonder whatever happened to the bus drivers that poor kids out in the wild. now dont knee jerk people i dont mean wild like in the woods but when you leave a little boy or girl somewhere that there not familar with its out in the widl to them.
