The Garner Town Council voted unanimously to move forward with a sidewalk project.
The sidewalks will connect a nearly four-mile loop of sidewalks that will run along Aversboro Road, Vandora Springs Road and Timber Drive.
There will also be two small segments along 7th Avenue that will improve access to the Town Hall.
The town had set aside $377,000 for the project.
The bid of more than $300,000 gives the town $25,000 for any unforeseen costs and frees up more than $50,000 that can now be used for economic downturn-related needs.
"It's one of those quality of life issues and even with tough economic times you have to fulfill your obligations of quality of life with your residents," Garner Mayor Ronnie Williams said.
The sidewalks will provide access to schools and shops and is part of the town's commitment to healthy living.
Construction is expected to begin at the end of March and be finished sometime this summer.
