Duke Health Policy Official Arrested, Charged With Offering His Adopted 5-Year-Old Son For Sex Acts

The associate director of the Center for Health Policy has been arrested and charged with allegedly offering, over the Internet, to have an out-of-state traveler sexually molest his adopted 5-year-old son.

Frank M. Lombard, 42, was charged with attempting to persuade a person over the Internet who he did not know was a task force member of the Washington D.C. Metropolitan Police Department to travel to North Carolina to have sex with the boy.

According to a press release and arrest documents, a confidential source told an FBI Task Force member that he or she had witnessed on several occasions  someone thought to be Lombard performing oral sex and other sex acts on a child believed to be under the age of 10.

In addition, the informant also said that there were other allegations of sexual abuse as well against the child during online conversations.

According to the news release, someone identified as Lombard told a police detective posing as an interested party on the Internet that he had performed sex acts on the child and invited the stranger to travel to the area to do the same.

FBI agents and officers from the Durham Police Department and the SBI arrested Lombard at his home in Durham on June 24. Two children living at the home were taken into protective custody.

Michael Schoenfeld, vice president for public affairs at Duke University, told NBC 17 News, "Mr. Lombard has been employed at Duke since 1999 and has been in his current position since 2007. He was placed on adminstrative leave as soon as Duke learned of the investigation."

Schoenfeld continued, "Duke is cooperating with the investigation."
