The North Carolina-based commander of the Army's Civil Affairs and Psychological Operations units is leaving.
The Defense Department Thursday named Maj. Gen. David A. Morris the deputy director for doctrine and joint capabilities development, U.S. Joint Forces Command in Norfolk, Va.
Morris was the commanding general of the U.S. Army Civil Affairs and Psychological Operations Command at Fort Bragg. Civil affairs and psychological operations soldiers represent almost 5 percent of the U.S. Army Reserve Command.
The soldiers build ties with locals through leaflets, radio broadcasts and projects such as clinics and schools built.
